		<description>I think the airlines might be trying to play hardball here, hoping that the DOT will hold off or change their policy. And if they cancel flights and people complain, the airlines will just tell people to call the DOT and voice their complaint there.</description>

		<description>If I remember correctly, the rule is that the airlines are fined unless they provide food and water after two hours of sitting on the tarmac or unless they allow passengers to deplane after three hours. That&#039;s a little different than simply fining an airline for a delayed flight. The result is still the same, as Continental&#039;s CEO warned (i.e. more canceled flights). Is it really better, though, to cancel a flight rather than provide some water or letting people off after a certain amount of time?</description>
